Panchayat Annual Budget

Ummannoor Grama Panchayat Annual Budget

The annual budget is the most crucial document in the development and administration of Grama Panchayats, which are among the most important local self-government institutions in Kerala. It is a financial plan containing the expected income and expenditure of the Panchayat for a financial year (from April 1 to March 31).

The main objectives of preparing the annual budget are the proper utilization of the Panchayat's own funds and government grants, ensuring the development of agricultural, industrial, social, health, and educational sectors in the area, and implementing transparent and democratic planning.

The Grama Panchayat committee must pass the budget by March 31 every year. The budget is usually presented in February or March. The Panchayat Vice President (Chairman of the Finance Standing Committee) presents the budget in the Panchayat committee. In the meeting chaired by the President, ward members discuss the budget, make necessary changes, and pass it.

The budget is not just a statement of income and expenditure. It is the development vision of the village for a year. If the budget is not passed on time, the Panchayat will lose its legal authority to spend funds. It is prepared in accordance with the strict guidelines of the Local Self Government Department (LSGD).
