Annual Plan
Grama Panchayat Annual Plan
The Grama Panchayat Annual Plan is one of the most important components in the decentralized planning process of local self-government institutions in Kerala. As envisioned through the People's Planning Campaign, it is a development plan prepared for a financial year, prioritizing the needs of the local communities.
Main Objectives of Plan Formulation
- Local Development: Develop basic infrastructure such as roads, drinking water, and streetlights.
- Increase in Production: Strengthen the local economy through agriculture, animal husbandry, and small-scale industries.
- Poverty Eradication: Ensure necessary welfare schemes for the marginalized and the poor.
- Social Welfare: Improve education, healthcare, and women and child welfare.
Various Stages of Annual Plan Formulation
A. Grama Sabhas (Ward Sabhas)
The first step in plan formulation is the Grama Sabha. People from each ward gather to discuss the needs and problems of their area and submit proposals.
B. Working Groups
Working groups comprising experts and elected representatives are formed to study various sectors. They examine the proposals from the Grama Sabhas and prepare project outlines.
C. Development Seminar
The proposals prepared by the working groups are presented at the development seminar held at the Panchayat level. Elected representatives, political party representatives, and officials participate in this to prioritize the projects.
D. Approval by the Governing Body
Based on the discussions in the development seminar, the Grama Panchayat governing body officially approves the annual plan.
E. District Planning Committee (DPC) Approval
The plan proposals prepared by the Panchayat are submitted to the District Planning Committee. The DPC verifies whether the plan has been prepared in accordance with government guidelines and grants final approval. Funds can be utilized only after this.
